Milestone 4 - Expression of Interest

The Expression of Interest (EOI) is Milestone 4 of PEAK Implementation. As part of this milestone, an EOI form will be sent to selected people as part of each phase. This allows individuals to easily express their interest in positions in the Finance Operations Center, HR Operations Center, Talent Acquisition Center of Expertise (TA COE), or University Relations (UR) common good services teams.

Who Can Express Interest?

As we work through each phase, individuals in the campuses/colleges/units who perform PEAK-related work are identified by their local transition teams based on the percentage of their time spent on PEAK-related work. Those individuals are invited via email to participate in the process. More information will be shared with individuals in each area as their campus/college/unit reaches this milestone. 

NOTE: Staff in future phases will receive an EOI form once their campus/college/unit begins their Implementation.

Steps 

  • Staff are invited to express interest receive a link to the EOI form, an informational communication, and an invitation to the EOI Webinar. 
  • Expression of Interest information session for staff who received the EOI form. Those who receive the form will be invited to submit questions beforehand.
  • Submission of forms by staff.
  • Review of those who are interested, positions available, matching people to opportunities. Discussions between operations centers/common good services teams and the individuals.
  • Transition planning in local units as applicable.
  • Transitions are made for staff joining new teams or those who remain but take on different work.

About the Expression of Interest Form

We encourage individuals to express interest only in areas where they have experience. The EOI process is meant to share lateral opportunities with staff and allow individuals to communicate which positions they are interested in. Keep in mind that filling out an EOI form does not guarantee a position within the Finance or HR Operations Centers, TA COE, or UR. People do have choices and can self-select out of PEAK roles, or redefined campus and college roles, which in the end could lead to not having a role. But the important aspect to stress is that each person should look at all the opportunities, and be aware that just because you express interest, does not mean you have to accept a role. It is a step you owe yourself to understand what the opportunities actually are about so you can make an informed decision.

Expression of Interest Overview

This is a five step process used to laterally realign employees and responsibilities to Finance or HR Operation Centers, TA COE or UR. 

EOI Process

  1. EOI Communications: Current supervisors and their affected staff receive a communication on the EOI process. 
  2. EOI Form Distribution: Individuals will receive a form and can express interest in the Finance or HR Operations Centers, TA COE, and/or UR common good services positions by completing and submitting the form. 
  3. Informational Dialogue: Future supervisors will reach out via email to staff who express interest, to discuss the opportunity and answer questions the individual may have. Where a direct supervisor has not yet been hired, the next leader will initiate the informational dialogue.
  4. Appointment Change Letter / Acceptance: Future supervisors will identify individuals to fill Finance and HR Operations Centers, TA COE, and UR common good services positions as early as July. The exact launch date is determined for each phase by partnering closely with transition teams and Employee and Labor Relations to determine the best timeframe. 
  5. Individual Transition and Training Plan: This is a consultation between the central leader and Transition Teams. The details of an individual’s transition will be discussed in more detail to allow for a custom plan to be developed for training and for the work that remains in the unit. Staff will receive transition plans that outline details such as onboarding steps, training plan, impacted responsibilities that will remain in the unit, etc. Plans will be developed in partnership with current and future leadership. This will begin once an Appointment Change Letter is accepted.

Staff performing work impacted by PEAK who do not move into a Finance or HR Operations Centers, TA COE, or UR position will have work realigned to them, depending on the campus/college/unit needs.

General Expression of Interest Questions

These questions have been updated as of June 21, 2023.

Personnel costs are the largest portion of the University's overall budget--people are our greatest resource. At its core, for PEAK, the guidance is that: Where work moves, funding will follow. Similarly, if work remains in the campus/college/unit, the funding for that work will remain. Specific concerns about budget should be raised to the Chief Financial Manager or RRC Contact for your campus/college/unit. The University's Budget Office will meet with leaders from RRCs to address budgetary matters as part of the work of PEAK.

When will the expression of interest form be shared and who will it be shared with?

We are working with unit Transition Teams, unit senior leadership, central leadership and Employee and Labor Relations to ensure the process adheres to all of our guiding principles and commitments to our staff. 

We have partnered with Transition Teams to understand how PEAK will affect our team members and we will use the insights gathered from each campus/college/unit to finalize the Phase 1 transition plan and process.

Will all phases take the Expression of Interest at the same time?

Only Phase 1 staff who are eligible for PEAK roles will receive the Expression of Interest form in Spring 2023. Staff who are part of Phases 2-4 will receive the Expression of Interest form later. Eligibility to complete the Expression of Interest form is determined through Responsibility Tracker responses which are compiled by the Transition Team, sometimes in consultation with an employee’s supervisor.

Will all staff in all phases receive the Expression of Interest in Spring 2023?

Only Phase 1 staff who are eligible for PEAK roles will receive the Expression of Interest form in early 2023. Staff who are part of Phases 2-4 may be eligible to take the Expression of Interest form at a later date based on their current responsibilities.

Will later phases have the same opportunity for roles in the Operations Centers or common good services?

Manager positions were posted for individuals in all phases to apply. 

There will be similar opportunities for staff who are eligible to express interest in other positions in each phase. In Phase 1, operational centers are staffed based on the volume and complexity of work needed to serve the needs of campus/colleges/units in Phase 1. In each subsequent phase, additional positions will be created to meet the volume and complexity of PEAK-related work needed to support the units included in each respective phase.

What is the role of the Transition Team and who is a part of the Transition Team?

Transition Teams are made up of the HR Lead, Chief Financial Manager, Marketing and Communications Lead, IT Lead, and any other appointed members of a campus/college/unit.

Transition Teams have two roles: Supporting staff and realigning responsibilities. 

How will people learn more about the next steps for Expression of Interest and the Workforce Transition?

You will be engaged by your local Transition Team and supervisor in this process so you can get your questions answered and are aware of the timing and process. Campus/college/unit senior leaders will learn detailed information about Expression of Interest and workforce transition from PEAK Executive Sponsors and their Transition Teams. Supervisors of affected staff will learn detailed information from Transition Teams. Affected staff should expect to learn details about the Expression of Interest and the workforce transition from their direct supervisors.
